Conwy restaurant fined over no hygiene rating notice

A Conwy restaurant and two members of its management have been fined after failing to display a legally required food hygiene rating notice.

At Llandudno Magistrates’ Court on 27 January, Mez Enterprises Ltd, which trades as Jalsa Restaurant in Conwy, along with director Mujibar Rahman and manager Yasin Rahman, were found guilty of not displaying a valid food hygiene rating at or near the entrance to the premises.

The business was issued with a food hygiene rating of one following an inspection on 16 July 2025 under the Food Hygiene (Wales) Ratings Act 2013. Subsequent compliance checks carried out in July and August found the rating sticker was still not on display, despite verbal and written warnings from the council.

As a result, Mez Enterprises Ltd was fined £1,000 and ordered to pay a £400 surcharge, bringing the total to £1,400, to be paid within 28 days.

Director Mujibar Rahman was fined £1,000, ordered to pay £170 in costs and a £400 surcharge, totalling £1,570. Manager Yasin Rahman was fined £500, ordered to pay £170 in costs and a £200 surcharge, bringing his total to £870. 

Conwy County Borough Council said the prosecution followed repeated failures by the business to comply with the legal requirement to display its food hygiene rating.

Councillor Stephen Price, Conwy’s Cabinet Member for Housing, Regulatory and Audit, said the Food Hygiene Rating Scheme exists to help the public make informed choices about where they eat. He said failing to display a rating prevents customers from seeing hygiene standards before entering a food business.

He added that the council actively monitors food businesses to ensure ratings are displayed correctly and takes a graduated approach to enforcement, which can include prosecution where advice and warnings are ignored.
